【第865期】动态资讯|新疆反恐经验值得联合国肯定并借鉴
美国反对联合国反恐官员访问新疆,拼命要把“人权问题”置顶,显然是想把新疆问题拉入其预设的人权陷阱之中。这不是一个简单的语言表述的问题,而是要给中国的反恐预先“定义”的问题,并试图将全球舆论引入他们的话语圈套之中。
新疆问题首先是一个反恐的问题,没有反恐何以维护人权,怎么会有稳定发展?一段时间以来,美国等西方国家借用一些蛊惑人心的谣言,以人权问题攻击中国。他们自己不仅是传谣者,而且也是谣言的编造者。他们既愚弄了自己,也愚弄了世界上的一些人,但他们愚弄不了中国人民。
那些借用新疆问题攻击中国的人,把自己打扮成人权的捍卫者,其实他们中的很多人连新疆这些年来究竟发生了什么都不了解,有的甚至连新疆的基本情况都不清楚。
正如来自拥有大量穆斯林人口国家的外交官和一些外媒记者在新疆所看到的那样,新疆建立的职业技能教育培训中心是对反恐和去极端化的有益探索。在培训中心,那些被极端思想洗脑的人学习普通话、基本的法律和工作技能,为重新融入社会打下基础。这些措施确保了新疆地区人民的生命不再受到恐怖主义的伤害,切实维护了社会稳定,促进了经济发展。
今天的新疆正处于近年来最好的发展时期。2018年,新疆景区游客“井喷式”增长,105家4A、5A级景区累计接待国内外游客4105.2万人次,比上年增长75.4%。新疆全体居民人均可支配收入首次突破2万元大关。新疆的稳定与发展,与包括西方国家在内的一些频频受到恐怖袭击地区的形势形成鲜明对照。
新疆曾经是恐怖主义重灾区,由于措施及时得当,已初步形成了对恐怖主义的遏制。新疆的反恐与社会治理结合进行,从而强有力抑制了恐怖主义活动的反弹,对铲除恐怖主义的根基下了功夫,整个进程在保持居民生活稳定的前提下有效推进,让公众享受到反恐的实实在在的利益,赢得了越来越多的支持。
需要指出的是,反恐是全球性难题,新疆反恐形势一度十分严峻,有着深刻的原因和背景。新疆局势实现根本性好转,付出了非常大的工作量,但它的社会代价却相对很小。对比车臣、阿富汗、叙利亚所付出的那一些全局性惨痛代价,就会懂得新疆的经验是多么可贵。
客观说,在大范围开展反恐,与极端主义进行斗争,对这个过程要找茬,都能找出一些。但反恐的目标又是真正保护人权。审视反恐,要看它的效果和付出的对比。美国在阿富汗及中东搞反恐,用战争的方式推进,付出了误伤大量生命的惊人代价,而至今不能说产生了稳固的效果。美国和西方人应当虚心学习新疆的经验。
以人权为幌子找新疆反恐过程的茬,这是对新疆人民的生命安全缺乏起码的尊重,也完全不顾反恐事业的现实逻辑,彻底扰乱了反恐目标与相应代价的价值顺序。美国和西方一些势力恶意误导对新疆反恐过程的聚焦方向,他们口中的人权根本就不包括新疆人民生命安全这一最核心内容,他们在侮辱人权这一崇高的概念。
在新疆反恐的问题上,美国和西方那些势力在耍贫嘴,斗口舌,玩政治博弈,而新疆治理者在追求可供全体新疆人民享受的和平、稳定和繁荣。时间将肯定新疆治理的成就,同时把西方制造的那些泡沫般的指责冲刷得一干二净。
China’s anti-terrorism experience inXinjiang useful to UN
Under-Secretary-General of the UN Office ofCounter-Terrorism Vladimir Voronkov recently paid a visit to Northwest China’sXinjiang Uyghur Autonomous Region, despite objections from some Westerncountries such as the US and the UK. US Deputy Secretary of State John Sullivanon Friday spoke by phone with UN Secretary-General Antonio Guterres to”convey deep concerns regarding Voronkov’s travel to Xinjiang” andclaimed China’s counter-terrorism measures in the region amount to a”repression campaign” against Uyghur people and other Muslims.
Washington is obviously not playing asimple word game but aims to throw the Xinjiang question into its presupposedhuman rights-related trap and mislead the world’s public opinion on China’sefforts in counter-terrorism.
The Xinjiang question is first and foremostabout counter-terrorism, otherwise human rights and stable development are likea cynical tale of a tub. For a long time, the West has smeared and attackedChina over human rights issues by not only spreading but also creatingslanders.
Those who attack China over the Xinjiangquestion have used the veneer as defenders of human rights, but in fact many ofthem didn’t know what has happened in Xinjiang over the past few years and somedidn’t even know where Xinjiang is.
Just as diplomats and media correspondentsfrom Muslim countries have seen in Xinjiang, the vocational education andtraining centers there are a helpful tryout of counter-terrorism andcounter-extremism. People brainwashed by extreme thoughts can learn skills tohelp them return to society.
These measures protect people living inXinjiang from the dangers of terrorism, safeguard social stability and promoteeconomic development.
Today, Xinjiang is experiencing the bestperiod of development in recent years. Tourists to the autonomous regionsharply increased by 75 percent in 2018, while per capita disposable income ofXinjiang residents surpassed 20,000 yuan ($2,888).
Xinjiang has been hard hit by terrorism.But due to timely and effective actions, terrorism has been contained in theregion. Counter-terrorism measures in the region are jointly carried out withsocial governance, which has strongly curbed a resurgence of terroristactivities and put efforts in cracking down on the foundation of terrorism.
The whole process has been effectivelycarried out on the basis of maintaining people’s stable life and making peopleenjoy the benefits of counter-terrorism. Hence, it is winning more and moresupport.
Counter-terrorism is a global challenge.The situation in Xinjiang has fundamentally improved with a large amount ofwork but relatively small social cost. People will realize how precious theXinjiang experience is if they compare the region to Chechnya, Afghanistan andSyria.
Not everything is perfect in the process ofenacting a large-scale fight against terrorism and extremism. When we evaluatecounter-terrorism activities, we should consider their effects and costs. TheUS counter-terrorism tool is to go to war in Afghanistan and the Middle East atcost of a shocking number of innocent lives, which has not produced a solideffect. That’s why the US and other Western countries should learn fromXinjiang’s experience. Accusing counter-terrorism activities in Xinjiang ofharming human rights is disrespecting the lives of people there. They humiliatethe lofty concept of human rights.
While the West plays word games and apolitical game of “go” on the Xinjiang question, the region’sgovernments at all levels are pursuing peace, stability and prosperity for allpeople living there. Time will prove the achievements of China’s governance inXinjiang.
联合国反恐副秘书长沃伦科夫访华
2019年6月13日至15日,联合国反恐事务副秘书长沃伦科夫应邀访华。外交部副部长乐玉成、部长助理张军分别同沃伦科夫副秘书长会见,就国际反恐形势、中国和联合国反恐合作等问题深入交换意见,达成广泛共识。在华期间,沃伦科夫一行访问了北京和新疆。
中方强调,恐怖主义是国际社会共同面临的突出挑战。面对全球恐怖主义新一轮回潮,任何国家都不能独善其身,必须合力应对。反恐不能同特定国家、民族、宗教挂钩,不能采取“双重标准”,应坚持标本兼治,综合施策。针对当前恐怖主义活动新趋势、新特点,国际社会应坚持预防和打击并重,重视开展去极端化措施,并加强打击网络恐怖主义、恐怖融资、外国恐怖作战分子跨境流动等新威胁。中方支持联合国在国际反恐事务中发挥中心协调作用。
